The Strengthening Medicare Taskforce Report explored critical areas for government action to redesign primary care as the core of an effective, modern health system.
The report recommended governments work together to review the barriers and incentives for primary healthcare professionals working to their full scope of practice.
Unleashing the Potential of our Health Workforce, led by Professor Mark Cormack, looked at the available evidence about health professionals’ ability to deliver on their full scope of practice in primary care.
The review identified opportunities to remove the barriers stopping health professionals working to their full scope of practice. It also drew on examples of multi-disciplinary teams where members are working to their full scope of practice to deliver best practice primary care.
Here, Mark will present some of those barriers and opportunities for health professionals to work at their full scope of practice.

Independent Lead, Unleashing the Potential of our Health Workforce (Scope of Practice) Review
Mark Cormack was appointed Professor at the Australian National University (ANU) College of Health and Medicine in 2020. Mark, along with Associate Professor Ian Crettenden, established the National Centre for Health Workforce Studies (NCHWS) at ANU in 2022 . Mark is a national leader in health system and health workforce policy and strategy and his long career in the public service, included serving as CEO of Health Workforce Australia, Chief Executive of ACT Health and Deputy Secretary for the Commonwealth Departments of Health, Veterans’ Affairs and Home Affairs.
In the field of national health workforce, he led policy, planning, clinical training and workforce reform as the CEO of Health Workforce Australia, a Commonwealth statutory body reporting through the (then) Council of Australian Governments (COAG) structure. In international health, Mark was Australia’s delegate to the OECD Health Committee and WHO Western Pacific Region.
Mark has recently completed the independent Unleashing the Power of Health Professionals (Scope of Practice) review addressing how health practitioners can better work to the full extent of their skills, training and competencies. Mark was appointed by the Hon. Mark Butler MP, Minister for Health & Aged Care to lead the review.
